2009-08: Conflict in the Low Countries

A conflict has arisen in the Low Countries about optimizing access to the port of Antwerp. The access river, the Westerschelde, flows through the south-west of The Netherlands. Belgium and The Netherlands had agreed that the Dutch would deepen the Westerschelde to optimize access for larger ships that run to a depth of about 13 metres. How did this conflict arise?
